VICO explores the process through which cultural values influence the decisions that are taken during the development or the purchase of telematics applications. VICO proposes a methodology and guidelines, but no practical methods & tools. It makes telematic project managers and telematics application purchasers aware of the major impact cultural biases have on the acceptance by the users of telematics applications. Personal cultural profiles and recommendations for conflict resolution, with special attention to telematics development and transfer, have been produced for further discussion. VICO has built on the analysis of concrete situations, particularly sensitive to cultural diversity, from the points of view of the developers and potential customers of TelSSA's (Telematics Services, Systems and Applications). Obstacles to the deployment of telematics: some health care information systems do succeed, but the majority are likely to fail in some way. Among the obstacles, is cultural diversity and the resulting gaps in the perception of reality among the various players (e.g. rationality/reality, private/public, professional excellence, regional or country �gaps). VICO introduces the analysis of cultural diversity in order to reduce an important barrier to a worldwide market for technical products & services in the Information Society. The objective is to identify the methods & tools that could be used to design & deploy information systems by including elicitation of cultural requirements or limitations in the requirements analysis & by implementing practical tools to detect or correct design decisions that could be culturally biased. The project proposes a methodology to support the decision making process by capturing & managing the knowledge generated during that process and relating it to clearly defined cultural dimensions.
