Governance by committee, the role of committees in european policy-making and in policy implementation

Objective

The project focuses on how different committees in the EC policy process supersede their basic functions as providers of technical expertise and for a of multi-level co-ordination and to what extent they constitute a central aspect of the "democratic legitimacy" of the system of European governance. We intend to answer these points by analysing to what extent the committee system contributes to integrating technical expertise and know-how in the process of policy legislation and implementation and how the system is politically controlled, "balanced" and "checked”.
The project will be divided into three subprojects:
1. The Standing Committees in the European Parliament;
2. Committees and working parties in the Council;
3.Policy implementation and comitology committees.
