Objective
The project consortium analyses the dynamics of the new and/or amended legal provisions of the employment chapter and the pact for stability and growth as independent variable. Its major puzzle is to find out if and how institutional and intermediary actors on the national and EU level use these provisions, by which the creation, evolution and - possibly - the trans-formation of new modes of governance (the depending variable) are identified early in the experimental phase. Three sets of expectations concerning the modes of governance are tested within the two policy fields in view of a process of vertical and horizontal fusion towards a 'gouvernement economique' as governance of collective self co-ordination. Using qualitative as well as quantitative methods the project will study the patterns for interaction, deliberation, problem solving and decision-making by institutional and intermediary actors and public discourses. Special importance will be laid on the dissemination and public discussion of the results and their repercussions for political and societal actors.
