Objective
The project will provide insights into the European challenge of developing learning strategies that enhance employability and help manage change. Focusing on the steel and metal sectors, the research will evaluate the role new learning strategies can play as a response to restructuring and will examine the potential of partnership-based approaches for furthering learning issues. It aims to map the learning implications of restructuring, document the learning experiences of workers and evaluate the role trade unions can play in promoting partnership-based responses. Empirically, it involves detailed workplace case studies and an innovative biographical study of displaced workers. At a conceptual level, the project will produce a comparative report documenting potential European frameworks and provisions for lifelong learning. Practically, the project will develop European Skills Charters for the steel and metal sectors.
