Objective
The public response to scientific and technological innovation is increasingly seen as central to both economic and social policy. Key issues of the relationship between public accountability and effective strategy, which are confronting governments at all levels, have broad significance for the future of governance in Europe.
STAGE will build on and synthesise earlier work under FP4, current research, and case studies in three contrasting technology domains, in order to construct, test and disseminate to users and beneficiaries a conceptual model of:
- how policy cultures - local, national and European - construct and process the S&T agenda;
- the range of social actors involved and the scope of their participation;
- the relation of issues, processes and participants to outcomes.
