Fighting poverty and social exclusion in southern europe. dilemmas of organization and implementation.

Objective

The project aims to improve knowledge of minimum income schemes in Greece, Italy, Portugal and Spain and to promote forms of cooperation between these countries in order to enhance their capacity to respond to social exclusion. This will be achieved through the production of a state-of-the-art report on the various aspects of minimum income schemes in Southern Europe and the elaboration of policy proposals for a more effective implementation of social safety nets there. This will serve as background material for a high-level conference between the key actors involved in anti-poverty policies in Southern Europe, aimed at identifying common challenges, promising solutions and how to achieve closer cooperation. As follow-up proposals will be submitted to the four Ministries of Social Affairs and the Commission, aimed at the creation of channels of communication between key social-policy actors (including the competent Ministerial administrations), within the framework of the EU wide new open method of coordination.
