Objective
The atolition of internal frontier controls, the establishment of a common external frontier, the initiation of common EU internal and external security frameworks and the forthcoming EU enlargement, have created a new situation in Europe that calls for fundamental societal and institutional adaptations. The risks involved in these adaptations, including in particular counter-terrorist measures, are the subject of public debate, especially the trade-off between liberty and security. The aim is to devise a conceptual and empirical basis and policy proposals for institutional changes to be considered at the next IGC which are aimed at ensuring security but do not undermine civil liberties, human rights or European citizenship rights. Tools for assessing future initiatives will be recommended. Perspectives will be drawn from an interdisciplinary consortium of experts.
