Employment in the public sector: a transnational and European analysis

Objective

To compare the different types of public employment within the Union, distinguishing between the statuses of "typical" public employees (" functionaries ") (the "core"), people employed by the state or local authorities (the "periphery") and the more unstable statuses (the "margins"). To harmonize statistical data on those categories. To analyse comparatively the modes of management through interviews with Heads of human resources and managers. To set up elements of analysis to study the qualitative living conditions of young public employees (with a difference between the core, the periphery and the margins).
