Efficiency of innovation policies in high technology sectors in europe

Objective

A number of different policies have been developed in Europe, aiming at facilitating the scientific and commercial development of high technology sectors. A key question is how efficient these policies have been. This study addresses this question by exploring policy impacts across Europe on the development of a specific high technology area, namely biotechnology in all member states. The study will analyse policy effects on the performance of different actor types that are crucial for a prospering biotechnology innovation system. This will be achieved through in-depth country case studies that will elaborate qualitative and quantitative performance indicators and link those to policy effects, and cross country actor performance analyses. The results will provide a sound basis for conclusions and recommendations on best practise innovation policies in Europe.
