COST EFFECTIVE REACTIVATION AND MODERNISATION OF SHPS IN LUXEMBOURG

Objective

Agence de l'Energie S.A. has coordinated a similar project between 1993 and 1995 for the Ministry of Energy concerning 11 grid connected SHPS in Luxembourg.
The aim of the present THERMIE project is to rehabilitate and modernize 16 small hydro-power sites (private properties) in Luxembourg (average electric power - 50 kW).
Technical goals:
- Implemention of german, french and belgian technology,
- Improving the efficiency of the actual turbines,
- Increasing the energy production,
- Connecting SHPS to the electric grid,
- Integrating fishpasses into the weir,
- Collaboration of a high school in Luxembourg (Institut Superieur de Technologie).
- Increase of the annual energy production from about 1.000.000 kWh
to 4.100.000 kWh
- Reduction of CO2 emissions: 2942 tons/year
- Installed total electrical power: 749.5 kW
There are 3 sites on a reserve list.
1. INNOVATIVE TECHNOLOGY
- Use of modern control systems
- Power electronics
- Low energy consuming turbine regulation sytems
- Implementation of single regulated Kaplan turbines; cost effective solution - Installation of automatic trash racks
- Technically and economically optimised combination of the services provided by the different manufacturers.
2. CONTEXT IN WHICH THE TECHNOLOGY IS OPERATING
The goal of this project is to modernize and rehabiliate SHPS in Luxembourg
- 60% of the sites are reactivations
- manual regulation will be replaced by automatic regulation
- the expected life time of the turbines will be increased
- automatic trash rack cleaning systems will be installed.
The innovative part consists mainly in the global approach (national level) and in the technically and economically optimised combination of the components.
3. ECONOMIC ASPECTS OF THE TECHNOLOGY
As the average electric power (50 kW) is quite low, the specific cost for the rehabilitation is high; this can be understood as a certain overcost. In addition to this, in the second phase 50% of the sites will be rehabilitated while there was only modernisation during the first phase of the national small hydropower programme.
The equipment itself is modern but not highly innovative.
Without support from the THERMIE programme and from the Ministry of Energy, this project would not be economically viable for most owners of SHPS.
