COMPUTERISED COMMAND AND CONTROL EQUIPMENT

Objective

Creation of a telecommunication network linking 6 small hydropower plants located in the Spanish Pyrenees mountains. It includes the refurbishment of 3 of them, using a new concept of Computerised Control Board. This new control board known as "DAVID" and the high level telecommunication functions allowed by the new network are the essential part of the innovative project.
The final goal is the industrial demonstration of separated concepts, grouped into one standardised equipment. This new command and control system including telecommunication facilities will lower the cost of the control equipment of small hydropower plants.
It will allow a real standardisation of the control board thanks to the flexibility of computer programming and to the possibility of oversizing the treatment capacity of the control board. The minimum configuration will be able to control power stations from 50 to 2.000 kW. An increasing volume of data can be integrated by adding interface plates and memory.
Outstanding results of the 1st command and control equipment. No default until the third month of correct functioning. Excellent synchronising delay below 2 mn from 0 rpm to coupling. Excellent power factor regulation (Cos diam. = 1 perfectly regulated).
The project presents two major innovative fields, the application of high standard telecommunication functions, and the computer based design of the control board.
TELECOMMUNICATION FACILITIES :
The new telecommunication network created with this project will allow the realisation of the following functions:
. Transmission of alarms to operators by both radio VHF and telephone
. Transmission of alarms to other equipment member of the network
. Automatic transmission of stored information or on line data to other member of the network,according to a programmable communication protocol.
. On request transmission of stored information or on line data to Maintenance operation centre or to central office on request.
. Local transmission and amplification of VHF alarm messages proceeding from other member of the network until validation of the alarm by operators.
. Supervision of the other members of the network by periodical exchange of communication protocol. . Acquisition of data and automatic transmission to the other member of the network in order to perform special control and supervision functions.
This telecommunication facilities are performed by a communication system managed by an industrial PC. It uses both radio VHF and telephone and acts as local repeater for radio transmission of the network.
COMPUTER BASED CONTROL BOARD :
The control board is based on an industrial compatible PC acting like a classical PLC. Furthermore it integrates the telecommunication PC and it dialogues with it through RS 232 serial ports. It receives information from the power plant through I/O digital and analogic cards. It is able to perform the following functions:
. Classical Control of the power plant i.e. starting and disconnecting procedure, supervision of alarms, control of all the equipment involved in the production of energy.
. Water level regulation control.
. Synchronisation procedure.
. Water storage optimisation according to pick hours price when possible. Advanced preventive maintenance functions such as:
. Supervision of rising temperatures curves when starting
. Supervision of real efficiency evolution when a water flowmeter is available.
. Supervision of relative efficiency evolution by comparing wicket gate position and output produced. Our regulation procedure for synchrocoupling should improve the synchronising delay in a significant way. All our regulation procedures have parameters that the operators can modify and better fit to the local conditions. We are convinced that the computerised regulation of the main functions tbe power plant will generate direct production increases.
