OPTIMUM USE OF COMBINED HYDRO-ELECTRIC POWER STATIONS OF COGNO FACTORY

Objective

Increasing production self-sufficiency through:
. automation of remote power stations
. data acquisition and transmission from each power station to a central unit
. setting-up of a program for a maximum effective operation of power stations
. remote control and adjustment of power stations of power stations and plant.
Even though in the years 1989-1990 there was a reduction in the amount of both rain and snow precipitation equal to 30%, and periods of considerable drought with consequent reduction of the average yield equal to 3-15%, the results were comforting and fully fulfilled the expectations.
1) Production surplus exceeding the 1,000,00 kWh forecast. Note: In the calculation of the delta-Q an average annual production of 29,200,000 kWh was assumed, decremented by 5-10%.
2) The per kWh cost of self-reduction was kept around the forecast amount of Lire/kWh 55 (reduction of labour/production costs and exceptional maintenance work).
3) Commitments made by contract to ENEL were kept, in spite of reduced self-production and the stability of power consumption.
The Cogno Olcese factory produces cotton yarn and consumes nearly 50 million kWh/year. The electric energy is partially purchased from ENEL and consumes auto-production in hydro-electric power stations located in Campione, Artogne, Cogno, La Rocca.
The present operation of electric power stations is manual or semiautomatic (Campione).
To fulfil project objectives the following is foreseen:
- local survey of running conditions in power stations
- automation of remote power stations
- centralisation of all data acquisition in a master unit meant to establish the optimum running periods for each power station
- Master unit intervention for:. automatic start-up and shut-down of power stations. control of factory electrical loads. alarm management. energy consumption management
The project allows:
- optimum exploitation of water supply preventing overflow in periods of abundant water supply and optimum use of water basins in dry periods
- optimum use water-supply according to multi-band tariffs
- forecast of water availability according to: flow, supply in different basins, use by each station and power needs in factory
- control and smoothing of power peaks in factory
- control and compensation of malfunctioning in a self-production group
- programming optimum use of stations according to changes in production and or in process.
- maintenance and operating control of the electric system of plant and stations
- adjustment of turbines in working conditions nearing peak efficiency.

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Call for proposal

Procedure for inviting applicants to submit project proposals, with the aim of receiving EU funding.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
