DEMONSTRATION OF THE USE OF REFINERY BY-PRODUCT GAS IN A NOVEL COMBINED HEAT AND POWER DEVELOPMENT

Objective

1. To demonstrate the utilization of refinery by-product gas for the purpose
of meeting the steam and power requirements of the refinery.
2. To demonstrate a reduction in overall energy consumption in producing this
steam and electrical power at a national level.
3. To reduce the emission of greenhouse gases at a national level.
4. To increase the reliability of on-site electrical generation plant.
5. To export surplus electrical power to the national grid.

The Combined Heat and Power scheme is based upon extracting the maximum amount of heat content in the exhaust gases from a 6200 kW gas turbine alternator/waste heat boiler to generate steam for the existing refining process system. The gas turbine/generator unit is operated at its full base load electrical capability to maximise the available heat in the exhaust gases so that the overall scheme reaches its maximum potential and efficiency at this operating condition.
At the Whitegate Oil Refinery the total process steam demand is 13.5 tonnes/hr and the electrical consumption is 23,567,000 kWhrs per annum.
The primary objectives of the CHP system are to i) optimise steam production from the waste heat boiler, to ii) endeavour to meet as much of the 13.5 tonnes/hr of steam required for the process requirements and to iii) generate electrical power to meet the electrical load requirements of the process plant and iv) under certain circumstances to export any surplus electrical poweronto the ESB grid.
The current market availability of suitable gas turbine units in this load range has been assessed and it has been determined that the Ruston Gas Turbine "TORNADO" industrial gas turbine generator or equivalent would be technically suitable as a base for this project.
