Study of higher education: structure and financing in Russia, Ukraine and the EU

Objective



One of the fields most important for economic success is higher education. In west European countries higher education systems have been expanding and also undergoing changes in their modes of funding. In Russia and Ukraine the importance of higher education is widely recognised, but the system has not yet had very high priority in reform programmes. In this context the aim of the project is to review and compare higher education systems in the European Union, Russia and Ukraine, focusing on issues of financing, links between teaching and research, institutional reforms, and internal incentives.

In undertaking this research, the partners recognise that the topic has both empirical and conceptual aspects. On the former, there are simply large amounts of information on respective higher education systems that the partners will seek to assemble in a useful form and circulate to each other. On the latter, there are many models of higher education and of the behaviour of institutions and individuals within them under various conditions. It will be important, in the course of this project, not merely to describe various systems, but for the partners to try to gain a deeper understanding of their functioning by applying or adapting relevant models.

The project will be organised around two major research workshops, the first to be held in Kiev and the second in Moscow. Participants in the project will collect information about their respective higher education systems and prepare papers for the workshops. There will also be a continuous exchange of information, views and results among the partners throughout the whole project to enable partners to assist each other and ensure that papers presented at the workshops are reasonably compatible in terms of the coverage and approach used.
