Israeli Financing Innovation Schemes for Europe

Objective

In order to plan for the creation of seed and venture capital sources for the high-tech industry, IFISE team will follow two lines of action:
1. An analysis of success stories. Yozma and the Technological Incubators programs are two extraordinary success stories that led to the creation and development of hundreds of innovative technology-based firms in Israel. The project will separate out factors that are common to entrepreneurship financing in any country from those that are specific to the Israeli reality. Eventually concepts that may be applicable to the Italian reality will be identified and adapted;
2. Development of a scientific methodology. The aim of this methodology is to analyze the innovation financing system in regions where venture capital sources are lacking and to plan the most suitable schemes to create such sources. The geographical concentrations of potential entrepreneurs in specific high-tech industrial branches and the environment and financial needs of these entrepreneurs will be analyzed. Then, the most suitable financial instruments and public incentive programs will be planned analyzing the legislation covering the implementation of such programs. Once validated, this methodology may used by other European countries.

The project will provide for the following deliverables: A detailed proposal for a legal framework (new laws and modification of the existing ones) for the incentives to the creation of seed and venture capital sources for the high-tech industry in Italy, a methodology for the planning of public incentives for the creation of such sources and the validation of the Yozma and Technological Incubators Programs. Intense dissemination activity to scientists and policy makers will follow.
