Innovative Portable Pilot Assistance

Objective

The project seeks to provide, to the onboard user via carryaboard equipment, a representation of that part of the traffic image of immediate importance to him, together with other relevant environmental and decision support information. It is anticipated that there will be a range of end users, ranging from larger yachts to pilots. This will provide a VTS like capability to a vessel. Ideally, it will be applicable to both maritime and inland waterway users. Conversely, the portable equipment provided onboard should also be capable of transmitting relevant information back to a VTS centre or other relevant authorities, as IPPA is not necessarily dependent on the presence of a VTS. The effect will be a significant improvement in manoeuvring capability to a vessel, reduce voice communications and provide a beneficial impact on the efficiency of traffic flow and safety in European ports and fairways. Interoperability with AIS will be a key requirement. The project will seek to produce a low cost equipment, compatible with AIS over a subset of its data, such that it can realistically be fitted to non-SOLAS craft and thus make the traffic image more comprehensive.

Objectives:
IPPA will develop and validate an advanced prototype pilot equipment that can receive data from a wide range of sources, including other vessel's and shorebased AIS, River Information Services (RIS) centre, Vessel Traffic Service (VTS) centre, and other relevant authorities. Using the track, environmental and other data, together with its stored data, it will be able to display a comprehensive traffic image. The equipment will meet the user's needs, be standalone and function autonomously. With a variety of communications interfaces, the equipment will also be capable of transmitting back to a VTS centre data required for traffic and port management. The effect will be to improve both navigational safety, reduce voice radio communications and provide a beneficial impact on the efficiency of traffic flow.
Interoperability with AIS will be a key requirement and so IPPA will also seek to include compatibility between sea and inland waterways users and other non-SOLAS vessels.

Work description:
The project will advance on existing work and technology. In this respect, the support of the United States Coastguard and the members of both the European and International Maritime Pilots Associations have been offered to help establish a sound baseline. There will be 9 Work Packages (WP), Management, User Requirement, System Specification, System Design, Development & Verification, Demonstration, Evaluation, Standardisation and Exploitation & Dissemination.
The initial user requirement phase will consult relevant user groups and also identify the state of the art. This will be followed by the specification of the equipment's functional requirements, leading to concise system architecture. Concurrently the specification of the evaluation methodology will be developed. From this work, the demonstration equipment will be developed to cover both use in SOLAS and non-SOLAS vessels. It is anticipated that this will be affected by means of taking a modular approach to construction. This process will call for considerable care in data selection, fusion and presentation. To assist in both progress towards development and dissemination two workshops will be held for users, the first towards the end of the user requirement phase and the beginning of the system specification phase and one co-incident with the demonstration in Rotterdam. These will be used to help verify that the equipment is being designed and then has met the user's requirement.
Three demonstrations are planned, to give as wide an exposure to both pilots and other stakeholders as possible. These will be used to both validate the equipment developed in representative ports and waterways and assess the compatibility with regard to SOLAS and other user's requirements. An exploitation plan will be developed to indicate a product development route to a 'low cost' AIS for non-SOLAS vessels.
Throughout the project, opportunities will be taken to present its work at exhibitions and conferences.

Milestones:
Production of an advanced prototype with user approved functionality for pilot / small vessel support; a variety of communications bearers and compatibility with the IMO approved AIS such as a 'low cost' AIS for non-SOLAS vessels; extension of state-of-the-art in data selection, fusion and presentation; an exploitation route towards developing a product fit for the European market; dissemination of project results to at least a European wide audience.
