PROEHTEL

Objective

The purposes of the accompanying measure are- to address in a pragmatic manner the problems which are inhibiting the successful achievement of telematic solutions in healthcare across the EU- to bring together in a common democratic forum the different actors concerned with healthcare delivery- to carry out consensus work agreed between the different categories of actors represented in the EHTEL Association- to stimulate the creation of similar initiatives between healthcare actors at national and regional levels

Objectives:
In the context of the strategy defined by the members of the EHTEL Association, PROEHTEL will promote the use of Telematics in Healthcare and foster the development of the European Health Telematics Industry.

To reach this, PROEHTEL will: - implement the working groups defined by the Annual General Meeting of the EHTEL association - stimulate the creation of EHTEL like activities in at least 4 European countries - link with other EHTEL activities funded by the EHTEL Association or in the framework of other contracts and other projects ( WIDENET, IS4All...)

Work description:
Based on work carried out in the HEALTHPLANS concerted Action and in the first phase of the EU funded EHTEL project, several areas were identified for which it has been considered crucial to progress towards a consensus in the framework of a neutral forum in order to develop the use of telematic solutions in healthcare

to facilitate the exchanges of experiences between Healthcare Authorities in the field of Health Telematics
to develop a network knowledgeable patient' associations which could contribute to the design of telematic solutions that meet the need of patients and citizens
to organise the demand for and create groups of knowledgeable final users having similar requirements to be addressed by industrial affordable solutions
to demonstrate and promote interoperability between telematic solutions covering the global healthcare domain
to create a coherent, administrative, legal and ethical environment that would allow implementation of telematic solutions across Europe
to promote the development of e-health in Europe- stimulation and liaison with Ehtel like initiatives at the national or regional levels
EHTEL Association was created as a non for profit European Association in 1999 with the objective to organise this forum. Members are drawn from the different players involved in the promotion of the use of Telematic Solutions in Healthcare i.e. Healthcare Authorities, Healthcare Providers, Patient Associations, Health Insurers and Industry. 60 institutions and 25 individual members from 15 European Countries joined the EHTEL Association at the end of 2000. PROEHTEL is integrated in the activities programme of the EHTEL Association. It aims particularly to organise the discussions on the points mentioned above and identified as priorities by the EHTEL members in the framework of Working Groups (AWG or TWG).

Milestones:
Contribution to the development of the EU Health Telematic market:

initial implementation of an action plan that would facilitate the growth of the market to at least three times the present volume by 2010
demonstration that after the 3 years of the PROEHTEL contract, there is a clear growth towards this target, the implementation of solutions for the benefits of all healthcare actors is taking place, and EHTEL is having a role in this process
