Extended Network to Eastern Regions involving Government authorities, Industries and academia

Objective

ENERGIA aims at promoting and disseminating Electronic Commerce applications in the context of International Co-operation while preparing the conditions for a better convergence of views, infrastructures and practices between EC and CEEC actors at all levels: political, industrial, technical, professional as well as academic. The approach consists in the involvement of these actors through specific activities, identifying and exploiting the best collaboration fields and leading to focused awareness actions and co-operative projects incubated by the ENERGIA project.
In order to achieve its objectives, the ENERGIA project will identify priorities and key actors aiming at favouring the emergence of co-operative projects through a preliminary desk study; evaluate possible actions through a Delphi Study addressed to key decision makers; organise an International Conference Cycle with the participation of the highest authorities of the Eastern European countries, representatives of European Community and all of the actors involved in the project.
The project will also constitute sector-based committees and organisation of workshops and working groups dedicated to the exchange of expertise and support to new business links; create a Socio-economic and technological observatory in the participating countries, and develop the EWEN Regional Network through the implementation of a "irrigation and selection" process leading to Industrial Alliances, Research Co-operative projects, Joint Ventures, Start-up or Strategic Partnerships.

OBJECTIVES
The ENERGIA project aims at:
- identifying priorities and key actors aiming at favouring the emergence of co-operative projects through awareness, dissemination and promotion actions;
- evaluating and making consensus regarding the possible actions through a Delphi Study addressed to key decision makers,- organising an International Conference Cycle,- creating a Socio-economic and technological observatory;
- developing the ENERGIA Regional Network;
- selecting the most significant co-operative projects to be launched in each country.

DESCRIPTION OF WORK
The ENERGIA project relies on the support of the EWEN-Portal for both transfer of knowledge and collaboration between practitioners, aiming at promoting the emergence of pilot projects in the field of Electronic Commerce and New Method of Work including subcontracting activities. The development of pilot projects will give to the economic agents the opportunity for information forwarding, partner searching, permanent communication availability, technological scanning, etc? In addition, the additional on-line services offered by the EWEN-Portal will soundly change the method of work. The preparation of pilot actions will be based on:
- potential actors identification and information,
- durable and sustainable scientific and business relations,
- consensus on confidence and loyalty rules integrating cultural and organisational differences,
- engineering user-friendly on line services to keep alive the interest of existing users,
- collaborative work platform enabling actors to work together across border,
- virtual incubator facilities and financial engineering offers,
- deontological recommendations managing the Sub-contracting policy?
