Objective
iCIS will address the problem of IT Pros shortage, that leads to delays and missing opportunities. The iCIS trial system will experiment with a prototype on-line support system for development of human resources within the ICT sector in Italy, the Netherlands and Portugal. Target is to improve substantially the quality of Human Resources Development (HRD) and cut duration of the HRD process by 50%. The system will be based on skills profiling, integrating currently used professional ICT skills profiles with profiles based on Role Diagrammic Approach that characterise individual personality aspects of professionals. The (prototype) tools that form the basis for the on-line career support and training tools are on line (self-)assessment, career path developer and an on-line learning platform. OBJECTIVES
The iCIS project will trial a web based platform based on emerging/prototype IST technologies integrated with existing and mature building blocks. The various IT tools will be validated against a typical SME baseline process of developing human resources in the light of concrete job assignments. The various tools that the prototype system will provide to support the baseline process are the RDA assessment tool, ITPro skills profiles, career path development, including on line training and erecruitment. Objectives: 1. Finetuning and testing a prototype on-line support system of integrated support tools for the 50% faster development of human resources in the ICT sector. 2. Experiment with the system in a real life on the job training situation to measure the added value as a result of personality oriented assessments, professional skills profiles, career development paths and on-line training to support the whole life cycle of human resource development on-line.
DESCRIPTION OF WORK
The proposed project will perform a trial in the three target countries (Italy, the Netherlands and Portugal) on 6 SMEs users on an integrated solution including on line training, RDA personal assessment, IT Pros Career path Manager. The work will be carried out along the following main steps:
1. Specification of overall solution with all users involved (SME software developing companies, professional software developers), including establishment of detailed metrics to measure success or failure of the trial project (Inventory and Definition);
2. Fine tuning of existing building blocks and content input (dedicated training modules) towards a complete solution (adapt RDA profiles and Assessment Tool, Test solution off-line -user friendliness, functionalities, response times etc.);
3. Real life on-line Trial pilot (introducing the system and service in the Internet and real life usage of the system by the pilot groups of users);
4. Measurement and evaluation of results, including Validation plan and independent measurement;
5. Exploitation and Dissemination in the three countries. Validation will be realised through the measurement of the following aspects ongoing the pilot project: Reduced lag time for a complete human resource development cycle (targeted 50%) Level of success in training programmes based on examination (substantially increased grades and reduced failure rates) Comparing on-line and off-line personal assessments and individual satisfaction tests (Targeted 60-70%) Coherence of career path development comparing the number of changes of on line training modules followed by a test group of ICT professionals and their peers.
