Web based supervisory control and data acquisition

Objective

ScadaOnWeb will develop a flexible web-based technology for sharing and exchange of monitoring and control data.

It will demonstrate the technology in:
- a flood warning system based on measurements of rainfall and river flows;
- a generator-consumer balance group in the de-regulated electricity market;
- domestic market access and energy control, allowing on-line household metering- condition based maintenance components in electrical networks and production sites using on-line monitoring;
- planning, control and metering of distributed electrical generation with many small hydro and wind generators.
It will enable information from many different sources to be accessed using standard web-browsers and low cost generic data visualisation software.

Objectives:
It is intended to establish the ScadaOnWeb technology as a standard platform to process monitoring and control applications that are distributed over the web. The technology will support the use of off-the shelf applications for data visualisation; the identification of hazard situations using rule bases and process optimisation. It will define a standard for meta-data that gives semantics to structured numeric dataset. This meta-data will reference standards for units of measure, and ontologies for properties in different engineering domains. The demonstrators will play a key role in the project by validating the ScadaOnWeb technology and ensuring rapid industry acceptance and standardisation.

Work description:
ScadaOnWeb will have three major tasks:
The definition of the ScadaOnWeb technology, the implementation of the technology to support the demonstrators and the dissemination and standardisation of the results.

The technology involves:
- meta-data that gives semantics to structured numeric datasets;
- property ontologies that can be referenced by meta-data;
- identification of objects that are monitored and controlled;
- standard transactions templates to support process monitoring and control over the web;
- access control appropriate to process monitoring and control applications.

The demonstrators will be defined in WP1 and WP2. WP1 will define and install the software infrastructure for demonstrators. WP2 will define the scope of the demonstrators, and will work with end users to obtain access to real on-line data. The ScadaOnWeb technology defined in WP3 will be implemented in WP4 for each of the demonstrators. WP5 will be concerned with the dissemination, standardisation and exploitation of project results. A user group will be formed at the beginning of the project to support dissemination, and obtain early feed back on the ScadaOnWeb technology proposals.

Standardisation activities will be carried out within the following communities: ISO TC184/SC4 (Product data), IEC TC57 (Energy management), OMT (Utilities and manufacturing domain task forces) and W3C.WP0 will be devoted to project management.
