Evaluating Practices And Validating Technologies In E-democracy And E-voting

Objective

The objective of EVE is to evaluate the impact of the ICT on the authorities and on the citizens by an international comparison of political uses.

It should draw clear conclusions on the successes and limits of e-democracy, establish technological standards for business models and low cost, safe and efficient systems expected to be applicable at the local, national and European levels, by targeting these goals:
- To identify synergies and complementarities between the various investigated initiatives in the European Union;
- To study social and cultural reactions to the development of new services offered by digital cities and new voting systems in the European and the global context thanks to uses research and operations of benchmarking;
- To provide consolidated input to standardisation and legal initiatives and to implement the appropriate dissemination actions.

Work description:
EVE is structured around 3 main streams of action, detailed in 6 operational workpackages and 1 management workpackage:
1. Consolidate the base of knowledge This stream of action will deal with the evaluation of the existing experiments and implementations, not only in Europe but also on a global basis, and establish the corresponding documentary basis, with a regular update. It will assess the technological basis, the industrial environment and the foreseeable evolutions in order to identify the opportunities as well as the gaps.
2. Coordinate, harmonise and optimise existing projects with EC support and co-ordinate with European and global practice. This stream of action will deal with the practical co-ordination and clustering of the existing IST supported projects, and will confront this practice with the global activities in the field of e-democracy and e-voting. It will evaluate the opportunities for the outcome of a sustainable practice in e-democracy and e-voting based on a solid industrial suppl. It will design and validate with the various players the various possibilities for products, licensing situations and exploitation strategies.
3. Create awareness This stream of action will develop the actions for awareness raising and for the dissemination of the results both from the individual projects and from EVE as a clustering initiative. It will in particular create CAIN (Centre for the Assessment of INternational practice in e-democracy), the body in charge of dissemination and awareness raisin, due to continue its actions after the termination of EVE. It will address the specific issues related to standardisation and to legal constraints of e-democracy and e-voting systems. The management of the project will be under the responsibility of CNRS with a strong participation, at the project secretariat level, of MTA.

Milestones:
The following outcome will be produced:
- Consolidation of the basis of knowledge on e-democracy and e-voting;
- Coordination, harmonisation and optimisation of current EC supported development efforts;
- Creation of global awareness on the most advanced e-democracy and e-voting solutions, in particular through the creation of a dedicated institute, CAIN, due to continue after EVE in a self-supported manner.
