Objective
The objectives of the IDEAS project are the integration, evaluation and demonstration of a Universal Multi-media Distributed and Interactive Architect which supports a large set of application and systems for Tele-health, Tele-radiology and high level Tele-Homecare services, oriented to general medical assistance, to promotion and prevention of health, to render social care to vulnerable groups such as elderly and disabled people. The project will implement the ASP Business Model in the Health care domain, developing an optimised framework through the integration of standard components, and reducing the development costs and time-to-market of Telehealth applications.
The project will end with three fully tested and demonstrated prototypes: a distributed ASP platform, and a Tele-homecare and a Tele-radiology service which are both delivered over the ASP network. A preliminary market assessment shows a high potential for sales in Spain and Europe, which will be assessed in demonstration through multidisciplinary analysis of cost-benefit ratios. Dissemination will create European-wide awareness of the business-services model and results.
Work description:
Telehealth services constitute a very important means of improving the quality and scope of health care. The potential of Telehealth applications have been dramatically improved with the recent development of IT and, so, new ways of rendering health care at the point of care have been introduced based on the principles of universal coverage, equity access, and efficiency in the use of resources. Although high medical benefits can be achieved, only a few services are sustainable due to high initial and operational costs. The core of the project is: The implementation of an ASP Broad Range Telehealth Service Platform with the associated peripherals and the deployment of two Telehealth demonstration services. The project will end with three fully tested and demonstrated prototypes:
1. A distributed ASP platform for the deployment of a broad range of Telehealth application services. It is based on a distributed architecture across different physical premises, i.e. hospital, radiology clinics, government administration and content providers.
2. A Tele-homecare demonstration service, as an example of one of the main services required by public heath care organisations.
3. A Tele-radiology demonstration application service as an example of one of the markets with a higher growth trend.
A preliminary market assessment both in Spain and in other European markets show a potential volume of sales of 8 MEuro/year in Spain in the Public Tele-homecare segment only. The break-even point could be reached in fewer than three years with a penetration lower than 10%. Transfer of the model to other countries should be viable. The project aims to assess all these hypotheses through real-case, real scale demonstration where all the health care stakeholders will meet together in the analysis of cost-benefit ratios.
Milestones:
M1 (PM4) Specifications completed, the specifications for the ASP platform and the components are defined.
M2 (PM11) Integration of the components of the platform (the ASP, the Vital Signs Monitor, and the two cases for tele-care and tele-assistance).
M3 (PM15) Set-up of the demonstrator. The demonstration system is available.
M4 (PM18) Final report, release of a public final report.
