Supply chain visibility by dynamic consolidation of ROLLING STOCK information

Objective

The aim of the project is a web-based information platform (Rolling Stock Monitor), which supports the inter-company co-operation alongside the transport logistics chain. An existing web-based platform for stock control alongside a supply chain is used and will be customised and adapted to freight transport requirements. The platform will collect information from freight sending as well as receiving companies, from transport logistics service providers and from dedicated communication devices on vehicles. The Rolling Stock Monitor will enable in particular the receiving company to control the incoming flows across different logistics service providers. The monitor integrates proprietary tracking and tracing information, down to a dedicated solution where an innovative high performance Personal Digital Assistant (PDA) with scanning capabilities and an adaptable human machine interface. The monitor allows the optimal management of unloading processes, the follow up of goods in transit down to the level of articles as if they were being moved within the companies own storage facilities and the anticipation of their use in production.

Objectives:
The objective of the project ROLLING STOCK is to accelerate the wider adoption of innovative mobility management systems by the manufacturing, distributing and logistics services providing industries. Via a web-based information platform (Rolling Stock Monitor) the supply chain visibility will be enhanced by integrating the information from different sources. The Rolling Stock Monitor will enable in particular the receiving company to control the incoming transport flows across the different logistics service providers. The monitor allows the localisation of, and the transparent view inside the transport units down to the level of the specified articles, ordered for stock and production. Through this system, the company will have the possibility of following products in transit as if they were being moved within the companies own storage facilities and of anticipating their use in production. In consequence, the overall logistics cost will be cut based on better vehicle usage, lower stock values and better harmonisation of input flows and production capacities.

Work description:
The situation at the two different user sites will be consolidated for the Rolling Stock Monitor Concept. In principle, the ERP systems from the sending companies export the order data in a XML-based form via Internet to the web server (Rolling Stock Monitor) during or after loading of the shipment into the vehicle. In parallel, the related shipment information from the logistics service provider is exported to the web server. Inside the web server, the information is linked together between the shipment and the order data on article level. The update of any tracking & tracing information from the logistics service provider is transferred to the Rolling Stock Monitor. Each article in motion can be checked against the planned timetable; in case of considerable deviations, warnings are produced by the monitor and sent to the partners concerned. As a requirement from the existing solutions inside the market, the Rolling Stock Monitor is also able to integrate standardised information via a mobile communication interface (i.e. GSM/SMS or other). In this case, the vehicle can directly give at any time its position based on the implementation of a dedicated on board device; possible devices are Personal Digital Assistants (PDA) with GPS location facility, mobile communication interface and scanning functionality. Alternatively, standard ETC (Electronic Toll Collection) devices could be used. For the Rolling Stock Monitor, the existing solution of a web-based server for stock control alongside a supply chain with different ERP environments will be used. The XML interfaces need to be adapted as well as the control functionality on the server. The on board equipment consists of an innovative Personal Digital Assistant (PDA) which has similar features and the same operating system as the current generation of sub-notebooks; for this reason, the available software (routing, communication) for the sub-notebooks can be transferred to the PDA, the mobile unit onboard the vehicle. The Rolling Stock Monitor will be tested on two relations (Germany to Portugal and United Kingdom to Germany) within different companies. The results will be disseminated by dedicated work shops.

Milestones:
Five milestones are foreseen:
M1 (T1) Project kick-off meeting - Successful start of the project;
M2 (T7) Finalisation of Rolling Stock Monitor Concept and Evaluation of Status Quo - Concept and standardisation issues;
M3 (T11) Start of System Operation - Operational system for day-to-day operation and evaluation;
M4 (T15) End of evaluation period;
M5 (T18) Impact analysis and business agreements - Results from impact analysis and agreements for exploitation.
