Fuelwood in Europe for environment and development strategy

Objective



Objectives

The study of the conditions of a higher fuelwood mobilization in Europe takes place within the objectives of energy, environmental, agricultural and regional development policies, implemented at the European level. The proposed 2020 prospective and multidisciplinary study aims at estimating, on the one hand, the evolution of fuelwood consumption and the additional potential of available fuelwood, and, on the other hand, new possible uses and socio-economic and environmental implications of its mobilization. This study deals with five European Union countries : Austria, Finland, France, Portugal and Sweden.



Technical Approach

1. Elaboration of a common methodology to analyze the possibilities of increased fuelwood use, with an elaboration of scenarios of sustainable fuelwood use, economic costs and avoided emissions of greenhouse gases. 2. Analysis of the available potential of fuelwood, including the possibilities of increasing this potential by the development of energy crops on agricultural lands.
3. Analysis of the new sectors which could use fuelwood in the next decades, considering a dissemination of technologies such as medium or large wood-fired plants, cogeneration systems and power generation. 4. Evaluation of the avoided emissions of greenhouse gases associated with the fuelwood development policy, by sector and district, on the base of environmental balance-sheets of each technology cycle and the scenarios of energy substitutions by 2020.
5. Evaluation of the economic costs of such a policy of intensification of fuelwood use, from the collectivity's point of view.
6. Comparative analysis of the factors that foster or hinder fuelwood use, considering social, economic and institutional conditions. The sociological aspects and the ways to help the structuration of fuelwood industry are specially analyzed.
7. Comparative analysis of the leverages for increasing fuelwood use, and possible community measures, in order to define a strategy of planned fuelwood policies implementation on a European scale. The study is in particular intended for political and institutional decision-makers, for a better understanding of the stakes of fuelwood development use in Europe, in quantitative, socio-economical and environmental terms.

Exploitation

The results will be widely disseminated to industries and potential users, in particular local authorities in Europe. Furthermore, the quantitative analysis about costs and potentials of renewable energy options will incorporate some economic aspects evaluated in the research in order to strengthen their reliability for planning purpose.
