National implementation of the EC/US fuel cycle costs framework, the Netherlands case

Objective

To adapt and apply the accounting framework for external costs, which has been developed by the joint EC/US team, to the Netherlands, for all relevant fuel cycles.

This project will also treat uncertainties involved, and provide assistance to the EC for the management and coordination of related activities.

The methodological approach developed for the externalities accounting framework was particularly innovative. In applying this methodology to the case of the Netherlands, it was found that the long-range effects were higher than expected.
The project has three objectives:
1. Application of the accounting framework in the Netherlands The accounting framework for external costs of fuel cycles developed by the joint EC/US programme will be applied to a detailed Netherlands case study.

2. Evaluation of uncertainties within the accounting framework The evaluation of the external costs of the fuel cycles is subject to great uncertainties with regard to two principle issues: external effects and monetary valuations. The study will evaluate different methodologies for the treatment of these uncertainties and will apply and demonstrate selected methods to the case of the Netherlands.

3. Assistance to the EC for scientific management and coordination of the EC/US project
The objective is to guarantee that the accounting framework for the identification and evaluation of the external costs of the fuel cycles is implemented in the member states in a way compatible with the objectives of the project (EC/US compatibility; smooth linking of the accounting framework with the modelling framework; ensure relevance of methodologies).
