Objective
To improve the EFOM-ENV models for Belgium, France and the Federal Republic of Germany by the introduction of CO2 emission factors and CO2 reduction options, for supporting the design and assessment of cost effective CO2 constrained energy policies.
The project intends to provide the methodological framework for analyzing the cost-effectiveness of various energy policy options to reduce CO2 emissions. This analysis is becoming essential to ensure practical and realistic choices for action, especially in the context of global warming.
Five groups of tasks are included in the project.
1) Search for technic economic data (potential and costs) on renewable energies (DERE project) and fossil fuel reduced emissions technologies (FRET project).
2) Provide relevant data about conservation measures as well as the analytical tools to include them in the EFOM-ENV models (MURE project). A more detailed data collection is conducted for France, the Federal Republic of Germany and the United Kingdom.
3) Introduction of CO2 emission factors and modelling of MURE, DERE and FRET measures or technologies.
4) Cost-effectiveness analysis of CO2 reduction options and assessment of cost reduction curves for CO2 abatement.
5) Coordination and organization of the work with all national contractors in charge of this CO2 study.
