Objective
For several years, the Syndicat Mixte de la Côte d'Opale, a public structure gathering the relevant local authorities has been leading an initiative for a coordinated development scheme.
The LIFE project aims at speeding up the region development process through the following steps:
- An analysis of existing methods of development management on the basis of sustainable development criteria,
- The definition of the main development factors, in the framework of a global planning scheme, taking into account the sustainable development dimension,
- A study to determine the conditions of transfer of this approach to other areas with similar specificities.
The region known as "Côte d'Opale" (Nord-Pas-de-Calais) has a coastal line of 130 km, and covers five administrative divisions, four urban areas, over 150 small towns, etc. 600.000 inhabitants live in this region, whose activities include the France's leading commercial traffic port (Calais), the first fishing industrial centre (Boulogne sur mer), the third largest french port (Dunkerque) and many industrial complexes in these three towns and Saint-Omer. As a result, available land is subject to usage conflicts but so far, local authorities have failed to develop planning strategies which would allow to deal efficiently with these pressures.
