Development, Introduction and Implementation of an Environmental Management System in Medium-sized Municipalities in Europe

Objective

Implementation of a sustainable structure of local authorities. Methodology for implementation of environmental management systems in local authorities. Integration of environmental protection in every decision making and acting process. Reduction of waste, waster-water, demand for resources and pollutant and CO2-emissions. Reduction of costs and improvement of the attractiveness and competitiveness of the local authorities.

Municipalities are playing a major role as an example and guide because of their important influence on the local development and on all involved parties. Hence their effect on the consideration of the environmental questions in local policy is very significant. Thus the aim of the project is to develop a common methodology for implementing environmental management systems (ENVMS) in European municipalities to realise the concept of Agenda 21, a sustainable development. ENVMS in municipalities are representing a transformation of the action focus from the level of more technical environmental protection to the level of organizational environmental protection. This means that for the first time an integrated consideration, coordination and implementation of environmental actions can be realized in municipalities. The ENVMS will be integrated into the organizational and management structures of a German, Austrian and Greec local authority so that environmental matters will be considered automatically on every decision making process. With this integration of environmental protection in every service, branch and department, results in reducing wastes, wastewater, demand for resources and pollutant and greenhouse gas emissions are expected. The project will be divided in three phases with a total project time of three years. 1 : Introduction of a pilot-environmental management system in one chosen department of the municipalities of Regensburg, Wels and Karditsa ; Comparison of the results and coordination of the implementation methodology. 2 : Implementation of the pilot-ENVMS in the two other departments of the municipalities considering the results of phase 1 ; Deduction of a common methodology for the implementation of ENVMS according to the gained experiences in three local authorities ; Elaboration of an ENVMS handbook. 3 : Presentation of the methodology and the gained experiences on a workshop ; Publishing of the results in specialized journals and by a brochure
