Concerted Action on Local Climate Protection in Europe

Objective

European municipalities are to be stimulated to intensify their climate protection activities and to link them to sustainable urban development and to the development of the local economy. The scope and effectiveness of municipal climate protection policies, procedures for evaluation and reporting, and the cooperation between local authorities and NGOs is to be improved.

For the fields of urban planning, energy, transport, agriculture/forestry, cooperation with local business, tourism and waste management, exemplary municipal targets, voluntary commitments and implementational measures shall be collated and the factors conditioning their success determined and disseminated among European municipalities. While serving global climate protection, the measures shall at the same time have direct positive effects for the municipality, such as relieving the municipal budget, improving the local environmental situation, or generating positive impacts upon the regional economy. The project thus links global environmental targets with local concerns. The main focus shall be upon planning and acceptance-promoting instruments, such as voluntary commitments, removal of information deficits, optimization of organizational procedures, promotion of partnerships, reporting, advice, education, participation, sensitization. This approach ensures applicability under varying national framework conditions. In a three year process coordinated by the European Coordination Office the following shall be carried out: - For each field of action, the national partners shall select exemplary sectoral targets, voluntary commitments and implementational measures of the municipalities advised by them that particulary reflect national experiences. - The proposal best suited to Europe-wide dissemination (comprising one voluntary commitment scheme and at least three implementational measures per field of action, and three campaigns addressing fields of action) shall be identified using jointly developed evaluation criteria. - The conditions determining the success of strategies and measures shall be analyzed. - Proceeding from the findings of the analysis, action packages will be created that contain material for successful dissemination and implemantation of the selected measures.
