Objective
To develop and promote comprehensive environmentally conscious planning methods and cooperation between partners acting in environmental field, as well as developing information and training methods to guide the inhabitants towards the lifestyle of sustainable development. New operational models and planning methods will be created for the city planning. The principals of sustainable development will be promoted among both the inhabitants, decision-makers and planners. The environmental policy plan of Tampere, approved by the city council, is carried out by the project.
The basic idea behind the project is cooperative planning, which will be implemented together with the organisations of the City of Tampere and other partners. The cooperative planning work will be linked to the master planning process of the rural area of 515 km2 in Northern Tampere, and it's development. The actual cooperative planning will be implemented by 7 cooperative groups to address different planning problems, gathering the partners relevant to each theme. The cooperative groups/tasks are : environment and scenery, environmental impact assessment, lifestyle, land use, water supply and treatment, waste management, information and training. The partners consist of allthe City's environmentally relevant units, the Regional Environment Centre, a local solid waste management company, the University of Tampere and as the national partner, the Association of Finnish Local Authorities. With the aid of the Assosiation of Finnish Local Authorities, the results of the project can be efficiently and comprehensively brought to the knowledge and use of the entire municipal sector. The most significant result of the project will be achieved with the aid of the cooperative planning process : the organisation of the City and other local partners will create a basis for cooperation in all environmental operations ; new operational models and practices will be produced. The factors related to environment will be taken into account more efficiently and comprehensively.
