Objective
THE FRACTIONATION OF WASTE PAPER STOCKS HAS NOT, SO FAR, PROVED TO BE A GENERALLY USEFUL AND COST EFFECTIVE MEANS OF IMPROVING PAPER AND BOARD MANUFACTURE, NOR OF INCREASING THE USE OF WASTE PAPER. PIRA BELIEVES AND HAS PRODUCED SOME EVIDENCE THAT BY PROPERLY MATCHING THE USE OF CHEMICAL TREATMENTS AND ADDITIVES TO THE SEPARATE FIBRE FRACTIONS, SUBSTANTIAL ADDITIONAL BENEFITS CAN BE OBTAINED. IT IS PROPOSED, BY A SERIES OF SYSTEMATIC STUDIES OF FRACTIONS OF ONE OR MORE GRADES OF FREELY AVAILABLE WASTE PAPER, TO DEMONSTRATE THESE METHODS AND THE BENEFITS, THEREBY STIMULATING THE USE OF STOCK FRACTIONATORS (AND, POSSIBLY, MULTI-PLY FORMERS), TO PRODUCE NEW TYPES OF PRODUCTS FROM "FREELY AVAILABLE" GRADES OF WASTE PAPER.
THIS WORK OFFERS EXCITING PROSPECTS FOR A SUBSTANTIAL ADVANCE IN PAPER AND BOARD MAKING TECHNOLOGY WHEN USING WASTE PAPER.
IT IS RELEVANT TO OBJECTIVE 5.3 OF THE EEC SUB PROGRAMME AND ALSO REPRESENTS A DIRECT RESPONSE TO THE COUNCIL RECOMMENDATION OF 3 DECEMBER 1981 TO "ENCOURAGE, WHERE POSSIBLE, THE USE OF RECYCLED PAPER BOARD CONTAINING A HIGH PERCENTAGE OF MIXED (IE."FREELY AVAILABLE") WASTE PAPER."
