Objective
This project is to produce a controlled experiment of satellite broadcasting for General Practitioners using a newly developed information centre (BEMIC) in five European University Departments of General Practice.
Design and development work has been carried out on a dedicated decoder prototype for confidential encryption applications, for example in the medical field. Pilot experiments have been conducted with the decoder using Astra and Olympus satellite transmissions.

A Broadband Educational Medical Information Centre (BEMIC) has been developed as a phased project for the medical profession. The first phase (BEMIC 1) encorporates a video recorder and television set with a specific encryption system and the facility to auto-record broadcast material in response to a transmitted signal. Thus the machine will record educational material transmitted in the middle of the night at times of low cost transmission. The second phase of this project develops (BEMIC 2) which encorporates a computer (PC) and appropriate modem. This enables the learners to be linked back electronically to the tutor for monitoring and accreditation purposes. The final phase of this development of the BEMIC system (BEMIC 3) encorporates a CD.Rom for data storage.
Specific video material prepared by the education group of the project will initially be broadcast via an existing communications satellite to the European collaboration centres for testing and assessment. An electronic link back via a modem will be developed to ensure the monitoring of the learning process. A second video program will be made and the feedback link encorporated and tested. The third specially made video program will be broadcast and it will incorporate the technical and educational improvements of the feedback link to be developed in the light of the experience gained with the second program. In addition the feedback technology will be utilised to develop methods of evaluation on the effect of language on the learning process.
Finally a report encorporating analyses and the technical and educational aspect of the project will be produced. Barriers to further progress will be identified and areas of future research and development in the medical and commercial exploitation in this field indicated.
