Distance Learning - Inhibiting Factors and the Creation of a Favourable Environment

Objective


Market evaluation, analysis and field research have been conducted on the views of suppliers and users of open and distance learning products and services in Europe. 2 case study reports (business plans) have been produced for the implementation of open and distance learning in a small or medium sized enterprise and a large company.
1. A programme of field research (telephone and face-to-face interviews) with suppliers and users of Distance Learning in Europe (Fr, FRG, It, Sp, UK) and the US to determine the factors that have inhiited the use of Distance Learning and the actions needed to create favourable conditions for its use in Europe.

- The supplier research will include vendors of hardware, software and courseware.

- The user research will be segmented between ten business categories.

2. The holding of Focus Groups to discuss above issues in Belgium, Denmark, Greece, Ireland, Luxembourg, Netherlands and Portugal.
