SOLAR ELECTRICITY AND HEAT FOR THE VERCORS NATURAL PARK

Objective

The project aims at supplying electrical power, to supply modest comfort and safety in isolated zones of the VERCORS natural parc, near Grenoble, in altitudes between 1300 and 1500 m. Environmental protection, avoiding power or telephone lines and Diesel pollution, is an essential aim of the project.
The whole project was a success, as can be seen from the requests for extension in the Vercors Park. The shepherds appreciate very much the increased comfort and safety. Integration of the modules in the roofs is aesthetically satisfactory. The systems are well dimensioned and the energy supply is sufficient for the users; only the two large systems (Allieres and Roybon) need too much DIESEL charging.
The average system costs of all 39 sites are 22 ECU/Wp with the following breakdown (all in ECU/Wp) :
modules 6.5
batteries 3.5
regulators and charge controllers 1.7
inverters 0.7
supports 1.7
electric material, lamps 3.1
mounting and transportation 4.6
Problems were mainly : Charge regulators, overchanging by wind generator, 2 times broken wings, lightnings, too high consumption (in some of the sites).
The following energy costs are estimated :
Photovoltaic system : 14.9 ECU/kWh
Photovoltaic system (replication) 11.5 ECU/kWh
Average grid connection (for 1.2 km) around 2 ECU/kWh
Average grid connection (for 6 km) around 30 ECU/kWh.
The project comprises:
15 medium electrifications for houses and huts (192 to 4200 Wp),
3 radio relays of 384 Wp each,
1 radio relay 288 Wp
9 sheepfolds (144 Wp, 3 modules of 48 Wp).
10 sheepfolds (96 Wp, 2 modules of 48 Wp),
1 sheepfold (48 Wp).
These installations are scattered over 39 sites in the departments Isere and Drome, in heights around 1500 m. Two systems are used for water pumping and two of the sites (Allieres, Hutter) are also equipped with thermal collectors (Clipsol and Solmax) for domestic hot water and floor heating.
Nr. subsystems : 39
Power subsys. : between 48 and 4200 Wp
Total power : 17170 Wp
Backup : some motor generators, at one site (Tour) by 400 W wind generator
Nr. of modules : 348
Module descrip. : Photowatt BPX 47-500, 48 pW, Siemens, BP Solar and AEG.
Connection : parallel (12 V) or in series (24 V)
Support : mainly on the roofs
Max.pwr.trcker : none
Chrg.controller : Total, type RS 200 and SOLELEC type CR200
Battery : STECO and OLDHAM, VARTA, lead acid, 12 or 24 V
Capacity :
Batt. (Ah) : between 200 and 1200 Ah
Batt. (kWh) : between 1 and 100 kWh
Inverter : at 7 sites
Inv. in (V) : 24 V
Inv. out(V) : 220 V
Inv. power(kW) : 750 to 3000 W
Load descrpt. : Mainly lights, household appliances
Monitoring : At two sites (Allieres and Col de Menee) SUNPACK of TOTAL ENERGIE monitors with data recording and minitel connection, at 2 other sites (Roybon and Hutter)
TBC16 of Napac, with integrated modem for minitel connection. The monitoring was difficult and usable only for two sites, mainly due to lightning problems.

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Call for proposal

Procedure for inviting applicants to submit project proposals, with the aim of receiving EU funding.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
