Objective
Background: The Plant Health Directive, Council Directive 77/93/EEC (as amended) lists about 300 organisms (including insects, mites, nematodes, bacteria, fungi, viruses and virus-like organisms (phytoplasmas)) against which measures must be taken to prevent their introduction and spread within the European Union. In order to identify these organisms reliably, there is a need for user- friendly, standardised and validated methods This project will produce high quality diagnostic protocols for those organisms, identified as the highest priority, for approval by the Plant Health Standing Committee. Objectives Project aims to review all methods with diagnostic potential, select and improve these with greatest potential, compare selected methods in EU-wide ring tests and produce finalised diagnostic protocols for submission to the Plant Health Standing Committee.
The organisms for which protocols will be produced in this project are: - Bemisia tabaci, Liriomyza spp., Thrips palmi, Globodera pallida, Globodera rostochiensis, Meloidogyne chitwoodi, M. fallax, Clavibacter michiganensis subsp. sepedonicus, Erwinia amylovora, Xanthomonas fragariae, Tilletia indica, potato spindle tuber viroid, beet necrotic yellow vein virus, citrus tristeza virus, plum pox virus, tomato mottle virus, tomato yellow leaf curl virus and tospoviruses.
Work programme: An Internet site will be set up attached to the CSL web site to publicise the finalised protocols for comments. CSL will develop and validate diagnostic protocols for Bemisia tabaci, Liriomyza spp., Clavibacter michiganensis subsp. sepedonicus, Tilletia indica, tomato mottle virus, tomato yellow leaf curl virus, tospoviruses and beet necrotic yellow vein virus. The Instituto Valenciano de Investigaciones Agrarias (IVIA,Valencia, Spain) will produce diagnostic protocols for Xanthomonas fragariae, Erwinia amylovora, plum pox virus and citrus tristeza virus.
The Scottish Agricultural Science Agency (SASA,Edinburgh, UK) will be responsible for preparing a protocol for potato spindle tuber viroid. The Plant Protection Service (PPS, Wageningen, the Netherlands) will be responsible for preparing protocols for Thrips palmi, Meloidogyne spp. Globodera spp. and C. michiganensis subsp. sepedonicus (jointly with CSL). Intercomparison ring tests will be performed by the contractors and an additional 50 laboratories selected for their involvement in diagnostic testing. State of progress: The project started on 1 November 1998.
