Objective
The objectives of this project is to take advantage of collective experience acquired by national and European administrations involved in transport related research and development activities in order to explicitly define the "collective learning process".
Research team work is based on the principle that an innovation can be considered as an experimentation process taking parameters of the real world into consideration. This experimentation will lead to the various different participants being exposed to contradictory learning processes. Process indicator "instrumentation" is proposed in the PROTEE project ; this instrumentation is adapted to both new concept innovations and to the new politico-economic climate prevailing in the field of European transport. In this context, responses must be found to the following questions :
a/ determination of the nature of the procedures to successfully introduce new technologies,
b/ determination of appropriate different phase indicators for the introduction of technological innovations (research, development of pilot models and demonstration sites, first industrial installations),
c/ determination of the minimum instrumentation needed for evaluation procedures and follow-ups of technological innovations.
