Objective
DGVII has commissioned almost 300 Transport RTD projects under the auspices of the Fourth Framework Programme. In order to assist in the synthesis and transition from FPIV to FPV, DGVII wishes to commission a focused programme of research that will:
* develop an assessment method to qualify and, as far as possible, quantify the benefits of research;
* appraise the value and benefits of the programme; and, through this
* draw conclusions on the broad level of effectiveness of the research tasks.
From this it will be possible to refine the FPV programme and tasks, by identification of those areas where significant developments and break throughs have been made and those where further preliminary development work is required.
In some aspects the study appraisal will be carried out at the strategic programme level, particularly in regard to the opinions of policy makers and policy implementers. However, in certain respects, especially regarding technical issues, the appraisal will only be informative at a detailed project level. It is not feasible to examine the whole Programme at this level of detail, and therefore Programme sampling will be carried out. Working within the constraints of this study, the sample of projects cannot strictly be considered a representative sample of projects within the Programme. Instead, the findings of the more detailed study will be used to enhance the understanding of the findings Programme wide.
The projects will be selected bearing in mind that they are part of a Programme, and have inter-dependent relationships with other projects. It is not meaningful to consider a project in total isolation. Instead it may be considered in the context of adding value to impacts of a group of associated projects.
