Objective
Situated in the south-east of the Italian peninsula on the Adriatic coast, the region of Apulia is dominated, from the energy point of view, by the industrial consumption, which represents nearly two thirds of final consumption.
Aware of the need to find an alternative to fossil energy, the regional administration has pursued three successive objectives :
- To draw up an overall energy balance for the region.
* To establish the potential for energy savings in the various activity sectors, in particular for industry but also for the transport, agriculture, services and residential sectors.
* To evaluate possibilities for action, recognising the emergence of a certain number of obstacles such as the propensity of company heads to think solely in terms of immediate profitability, the lack of information on available technology, financing problems etc.
* To define public initiatives likely to provide a response to such difficulties.
Energy saving in industry are actually possible but expensive: the cost of a reduction of the order of 0.5 toe can be calculated as requiring an investment of 350 billion Lire. This outlay would have to be accompagnied by a willingness to maximise development of endogenous energy resources such as mini-hydraulics, thermal solar stations or biomass.
PREPARING THE GROUND
Industry is not ready to confront the energy challenge immediately. The impeding factors concern, principally, training, sensitization and information. The region has chosen to concentrate its efforts on these points while strengthening its prospects of success through permanent dialogue with the various professional sectors. Wihtin this framework, the creation of two bodies has been proposed :
* a regional structure specialised in training in energy matters, possibly in association with the universities of Bari and Lecce;
* a regional agency for energy savings whose job would be to set up and coordinate projects within the framework of the VALOREN Community programme. This agency would, in particular, have to set up a data base for users in Apulia covering all the European and, more importantly, regional demonstration projects relating to energy saving in industry.
Particular attention has been given to assessing the most energy sensitive industrial sectors by determining their significance in the regional economy and estimating their energy consumption. The data obtained has facilitated comparisons with other Italian and European situations. Furthermore, an energy diagnosis programme has been developed within industry and an investigation of rational energy use technologies has also been carried out.
The capacity of industry to implement the measures allowing it to move towards better energy utilisation was considered, above all, in terms of financial feasibility: cost/benefit analysis of possible courses of action and assessment of the potential of existing investments. Finally, regional responsibilities for energy policy were evaluated.
