DATA INTEGRATION REQUIREMENTS OF EUROPEAN CITIES FOR TRANSPORT

Objective

The integration of long/medium term planning and short term traffic management p rocedures could both benefit through better data consistency, lower costs for da ta collection, improved quality and coverage of the data, better background for the development of new modelling, prediction and analysis tools.
The objective of the project is to analyse the various aspects of the development, implementat ion and operation of transport-data sharing structures (TDSS) facilitating this integration. Not only the technological aspects should be envisaged, but also th e institutional, legal, organisational and financial aspects. The problem of dat a provision to the structure should also be a matter of concern.
A particular a ttention shall be paid, in the technological field, to the architecture of the s haring structure: should it be structure linking databases, either existing or t o be implemented, or a single database on a single site? The public or private m anagement of the TDSS shall also be addressed.

Two prototypes of TDSS sha ll be developed, implemented and evaluated:

1. In Barcelona, it shall be deve loped with a view to be used as an information/booking system for potential user s of a park and ride scheme; to provide local planning authorities with disaggre gated information concerning their travel needs and behaviour; to enable the par king operator to improve its forecast for parking spaces availability and displa y appropriate messages on the existing VMS pannels which have been installed alo ng the roads that access the facilities; to enable off-line evaluation of the P& R scheme, as well as its contribution to the reduction of car traffic in Barcelo na city centre, and possible adjustments of the public transport services.

2. In Lille, it shall take the form of a Mobility Observatory and the local author ity is expected to implement an Urban Transport Master Plan. The achievement of the Plan's objectives is to be monitored, and the tool to be developed and imple mented in this respect is a Mobility Observatory. This shall make use of the var ious transport planning, traffic, pollution, safety, etc data which are availabl e in existing databases, through the development of interfaces enabling easy acc ess to the existing databases, data loading from these databases and flexible co mputation of appropriate indicators.

The synthesis would lead to recommendati ons and guidelines that shall orient research work as well as development and im plementation work in the future.
