Project for Harmonising Operations of the European BUS


Over and above its response to the tasks relating to public transport networks, PHOEBUS proposes, after a specification and detailed analysis phase, to develop a database and an integral Vehicle Scheduling Control System (VSCS) covering all the functional requirements for urban, interurban and rural public transport applications.

It is only by adopting this approach that the functions relating to the task objectives can be integrated into a uniform and coherent system.

Technical Approach

Implementation and evaluation of a data base that meets the recommendations of CASSIOPE (DRIVE I) and its DRIVE II continuation (EUROBUS / TRANSMODEL). The evaluation shall be carried out on two sites in two countries in order to check exportability.
Development of a Global (urban, interurban and rural) VSCS in accordance with the recommendations and architectures specified in the BARTOC project (scenario 3). On-site evaluation will be conducted after installing the fixed infrastructures and equipping about 60 vehicles.
Development of a simplified VSCS in accordance with the recommendations of BARTOC (scenario 1). The implementation will allow upgrading to the full VSCS system (scenario 3) without having to significantly change the existing infrastructures.
Development of a real-time passenger information system. The infrastructure will include real-time information screens installed at various significant points in the towns, at about 30 bus stops and inside about 40 buses (Brussels).

Key Issues

To evaluate the BARTOC and CASSIOPE recommendations in terms of:

Transport productivity improvement,
System modularity and upgrading (e.g. change-over from BARTOC scenario 1 to scenario 3 without bringing into question existing equipment),
Compatibility between the different modules (e.g. on-vehicle equipment), standardization,
Exportability of the chosen solutions,
Reduction in hardware costs.

Expected Achievements

Open and productive Real-Time Passenger Information System allowing for easy extensions and for large scale implementations,
Economical and open Simple VSCS basis allowing for satisfying requirements of small Public Transport networks.
Global VSCS featuring large scale functional integration and covering urban, interurban and rural transport requirements,
Public Transport Data Base which will be the reference and the integration factor of all software system future developments.

Expected Impact

Extension of the VSCS concept to the interurban and rural environments,
Development of new automatic and efficient services ("demand responsive" system with automatic reservation, dynamic control of schedules, routes, etc,),
Integration of the VSCS in the overall road transport environment,
Improvement of the safety of people using the network (drivers and passengers),
Improvement of the man-machine interface (drivers, network operator, maintenance agents, passengers),
Reduction of operating costs of the network operator (increase the ratio of persons carried to kilometers travelled (fuel economies), reduce maintenance costs, amount of fraud, etc,),
Gains in journey time about 10 to 15% are envisaged.

Contribution to Standardization

Subsequent to the trials and evaluations, PHOEBUS will publish recommendations for standards relating to domains specific to public transport and the utilization of sub-systems such as GPS and RDS in the VSCS context.
