Promotional Seminar of Combined Heat Power in Hospitals of the Public Sector Through Third Party Financing (TPF)

Objective

To analyze the existing institutional barriers to the implementation of cogeneration installations through Third Financing System in public sector hospitals as well as to spread the use and the advantages that this kind of installations implied to the operating account of public hospitals.
As a result of the exposition and discussion of the financing problems that the hospitals have with Public Administrations, it was designed a third party financing system through actual measured savings that enables to pay back the CHP installation, without its cash and bank balances being affected because the commitment to be taken on is to continue to meet the expenditure traditionally involved in the Energy Bill throughout the duration of the contract.
Also IDAE has received many requests from hospitals to make feasibility studies in order to have a CHP installation.
Application of the first TPF system in a public hospital in Spain, "University Hospital Marques de Valdecilla" in Santander.
The duration of the seminar was one day and there were 102 participants. The final programme included the following topics:
- Technical and economic aspects of Cogeneration and its potential in the Spanish hospitals.
- Administrative and financial aspects of third party financing-leasing guarantees.
- Technical visit to the Cogeneration installation of the General Hospital of Guadalajara.
- Round table : Exposition of five different Cogeneration installations of Spanish hospitals:
* Hospital de Bellvitge Principes de Espana - Barcelona
* Hospital General de la Vall d'Hebron - Barcelona
* Hospital General de Guadalajara - Guadalajara
* Hospital Gregorio Maranon - Madrid
* Hospital Txagorritxu - Vitoria
