Objective
Promotion of RUE, vigorous energy conservation and savings in the frame of environmental protection in transportation sector by developing and implementing a new "Pilot-Model" for the greater area of the City of Leipzig by means of LCP/DSM and IRP.
- Test of a LCP-Model as help for decision-makers and local, state, federal authorities, bodies and planners

- Recommendations for municipal, regional and transnational European energy / transport efficiency / reduction stategies.
Pilot-project in Traffic/Transport - LCP - approach uses new tools to save energy in the Traffic/Transport System in a greater urban area of Leipzig (approx. 1 Million population).
Model seeks to analyse, evaluate and realize DSM and demand side costs with regard to transportation performance and the offers by the authorities of Leipzig.
Objective : to minimize costs of all measures, including external costs - IRP will not only cover traffic but also measures of RUE, performance, consumption, effects of model split, external "public" costs.
The results are transferred and will be disseminated to the New States of Germany and beyond (CIS-States), because all these regions have to cope with traffic issues and energy savings and to build up new infrastructures in energy supply/demand and transportation management and planning (area development plans, financing infrastructures, road construction, new traffic systems and facilities).
