Least-cost Planning-Electricity Saving Project

Objective

Development and implementation of an integrated, comprehensive DSM - programme in the town of Saarbrucken by the year 2005, savings expected 30 MW el resp. reduction of 25% CO2 emissions (reference years 1990/1992).
Programme DSM-year 2005 will induce energy savings, use of RUE and RE and district heating, resulting in savings by 30 MWel ("in business as usual scenario), and reducing the local CO2-emissions of about 25% by year 2005, compared to 1990/1992.
This LCP-pilot project will develop test and realize in a municipal body (Stadtwerke, local utility) DSM and LCP tools within integrated RUE/RE-programmes a vigorous saving-schedule and scheme, comprising electricity, heat, CO2-reductions/emissions, traffic - management and waste-reduction, for example by co-generation. The pilot measure will integrate all these future measures to LCP-programmes (reduced energy consumption) in the residential/private, industrial and commercial sector (especially SME), even audits and financial tools. Two new instruments of project financing (co-financing, TPF) will be tested. Direct rebates for new transectorial technologies like motors, traffic systems, lighting, air condition, appliances and customized rebates (in DM/KWh) which will give customers and electricity users the choice of the best available/applicable technology to save energy. For large commercial/industrial customers a kind of all resources bidding will be developped and tested. Transfer and dissemination to utilities (Stadtwerke is part of the pilot-project.
