Objective
Northern Ireland has recently been connected to a natural gas supply by means of an undersea pipeline from Scotland. The purpose of the study is to consider ways in which energy efficiency can be introduced into the supply of gas from the outset, while at the same time consider scope for DSM in the electricity industry. The study will identify beneficial fuel switching opportunities.
This project has three phases.
Phase 1 was completed in the first half of 1996 and considered several preliminary issues:
- Energy use in Northern Ireland.
- Identification of suitable DSM technologies.
- Energy prices in Northern Ireland.
- Identification and screening of the most promising DSM technologies.
The report for this phase was issued in August '96.
Phase 2 of the project moves on to develop DSM programmes and to provisionally assess their impact on users, suppliers and on society as a whole. It divides this into four tasks:
Task 5: Development of DSM Programmes.
Task 6: Model the impact of the electricity DSM programmes.
Task 7: Develop gas sales forecasts.
Task 8: Quantify the impact of the programmes on the price of electricity.
The primary purpose of Phase 2 is to analyse the main issues involved in the implementation of DSM programmes and to assist in eveloping a consensus among the various parties involved.
The final Phase 3 will develop in detail the suite of DSM programmes which are considered worthy of the level of support necessary.
