Optimizing Support for Innovating SMEs

Quality Assurance Plan and Risk Register Update v1

The deliverable sets out criteria for progress verification and quality assurance of deliverables. It also provides updates to the risks and ensures their proper mitigation.

Initial version of the performance-based methodology for SME segmentation

methodology will be performance-based (segments defined by the level of impact of specific support mechanisms on SMEs rather than other, unspecified factors) and backed by the solid, empirical data, allowing for improved targeting of SMEs in European regions by existing support measures.

Exploitation and Sustainability Plan v1

Exploitation of the Project’s results and ensuring its sustainability will follow two routes: for non-commercial and commercial users. Its details will be outlined in the Exploitation and Sustainability Plan. Report describing new, hybrid innovation support measures

We will define at least 10 meta-groups of SMEs and work to develop novel support measures providing highest societal and economic impact.

Analysis linking segmentation strategies and innovation support measures and assessing their efficiency, effectiveness, and potential biases towards certain SMEs

All the experts from the consortium and the subcontracted external expert will provide a first feedback analysis to the development agencies which have participated T2.2 and T2.3. The participants will validate the first analysis and will position and/or modulate their answers with the benchmark of the answers done by other participants. The analysis will focus on the assessment of the efficiency and effectiveness of the currently used approaches, the presence of biases towards certain types of SMEs and the ways to overcome them and the potential of including the SMEs that do not yet participate in innovation support schemes. The intra-regional comparison of the ap-proaches and exchange of experiences, as well as success and failure stories, alongside with the developed Key Performance Indicators will ensure that the analysis is thorough and complete.

numerical tools aimed at semi-automatic detection of the segment for a given SME and the support mechanism best suited to its needs, based on the data provided by the enterprise (such as number of employees, industrial sector, number of international projects, etc.).

Validation and refinement report

We will use the historical data from the regions not involved in the original study to perform an independent testing of the developed methodologies and tools. They will be tested on the data coming from at least 10 different Re-gional Development Agencies from at least 5 European regions to ensure the generality of the results. Intensive testing will allow for the validation of the general concepts and refinement of the performance-based methodology for the best results of the project.

Project branding materials

Awareness and dissemination materials, such as: • Logo and other graphical elements for off- and online use. • Flyers (in electronic format which could be printed by each partner) for general awareness rising (espe-cially during the starting phase) briefly explaining project aims and activities, to be distributed by on-line means and at events attended or organized by the project’s partners • Standard presentations of OaSIS activities and results for use at conferences, workshops or any other events attended or organized by the project’s partners • Promotional materials, e.g. posters and rollups, to be used at info days and other OaSIS events.

Project’s website

The website will be cross-linked from/to other channels used for the project and will integrate with the other channels (social networks, blogs, etc.) and other tools used in the project, such as data analysis plat-forms, including the “search and discovery experience” and Advanced Visualisation Dashboard. It will be maintained and updated until the end of the project and kept alive for at least 3 years after the natural contractual end of the project. The project website will be managed by EURADA while all partners will contribute by providing content related to their activities.

Call for the selection of 15 pilot development agencies

Eurada, in accordance with the detailed project strategy, will select the 15 most representative development agen-cies from at least 10 different regions.

Platform front-end, including Advanced Visualisation Dashboard

For the data visualisation we will use D3.js and similar technologies, which enable for flexible yet powerful complex visualisations.
