Development of an environmental information management system in Ireland

Objective

The aim of this project is to develop a networked information management system within the newly formed Environmental Protection Agency (EPA). This will facilitate the implementation of integrated pollution prevention and control and will allow for the co-ordination of the ambient monitoring activities of public authorities. The benefits of this system will include effective licensing of industry, management of compliance and ambient monitoring programmes and ease of access to information for the public.

The EPA will have its headquaters at Wexford and five regional offices. The implementation of IPC in Ireland and the co-ordination of environmental monitoring are priorities for the Agency over the period 1994-1999. Licensing of industry will be phased in by industry sector. The EPA will be responsible for processing licence applications, issuing licences and managing subsequent compliance monitoring programmes. Step 1 of this project will be the development of an electronic system for the processing of IPC licences. Industry will be encouraged to submit their applications and monitoring data on diskette. This will be a novel process, as at present data exchange is mostly in paper format. Step 2 will be the development of a national referential database to encompass all types of environmental data, and appropriate related data. This will facilitate further development of the monitoring network. Step 3 will be the development of a networked national database incorporating IPC licensing compliance data and ambient water and air quality data. The work will include the development and testing of translation software and the use of document imaging and archiving systems. The successful implementation of this project will allow for a direct feedback from the ambient monitoring results to the licensing function. Such a system will serve as a model for other geographical areas having similar characteristics and also for applications encompassing other types of environmental datasets. The project will also form the foundation for a fully comprehensive national integrated environmental information system and demonstrate the most effective way forward towards achieving that goal.
