HYDROELECTRIC POWER STATION IN THE UPPER TIBER RIVER PARK - UMBERTIDE

Objective

Production of the electric energy to cover the local consumption of the municipal Administration through an hydroelectric power station of low environmental impact and connection to the national grid. The project will rehabilitate and expand an old mill in disuse.
The project aims at the construction of an hydroelectric central of the type run-of-river through a weir part mobile with safety sector gates and in part fixed. The planned electroturbines are both of the adjustable propeller type to permit the exploitation of all the river discharge comprise between 1.5 cv.m/sec and 15 cv.m/sec.
The payback aspect is the submerged housing of the generator turbine unit, therefore with less environmental impact or noise. Further, the plant is totally automated, therefore with reduced cost of management. Also innovative is the mode of its realisation for its correct introduction in an area of particular environmental value.

INNOVATIVE TECHNOLOGY:
The technology selected is submersibles turbine-generator groups. The plant is of the run-of-river type and the heat (5.5 m) is achieved entirely within the natural banks of the river, through a weir which is in part mobile (3 positive safety sector gates, each of 11 m in length) and in part fixed (reinforced concrete weir about 60 m in length). The intake is located on the right-hand bank with a short conveyance canal at the end of which there are two rooms for the two electroturbines
dimensioned to utilize in the aggregate up to 15 cu.m/s. Return of the water to the river occurs a few meters downstream the discharge of the turbines. The electroturbines (one of 5 cu.m/s and the other of 10 cu.m/s) are both of the adjustable-propeller type to permit the exploitation of all the Tiber river discharges (highly variable), comprised between 1.5 cu.m/s and 15 cu.m/s.The maximum power obtained from the plant will be 650 kW, while the average is 392 kW. The annual energy erogated by the plant (about 2800000 kWh) will be entirely introduced into the ENEL medium voltage (20 kV) network.
CONTEXT OF OPERATION:
The plant is constructed in an area of particular interest in terms of natural environment and tourism. In the area is already under realization a "Tiber Environmental Project", which is leading to the creation of the "Parc of the Upper Tiber". The hydroelectric power plant is intended to produce electricity through the rehabilitation and expansion of an old mill which has been in disuse for decades. At the site there can still be seen the remains of a weir, in riprap reinforced by piles, which served to create a head and the conveyance of the necessary water for the operation of the old mill. The old house will be bought by the Municipality and there will be located a Center for Demonstration of Renewable Energies. Further, the body of water which will be formed upstream the plant will represent an opportunity for use of that river reach for renspection of the gates and the control panel and ENEL rooms, is submersible by the peak flood.
2. The hydroelectric power station project represents a pilot epoisode in the ambit of an environmental requalification project under way, covering the whole Tiber river from the origin to the mouth. This project, called the "Tiber Environment Project" envisages the total purification of the waters, at the present nearing completion, and the creation of a special River Park, the "Productive River Park" in the framework of which hydroelectric production plays a particularly important role. 3.
