Objective
SMARTWIN aims to strengthen the research excellence, international visibility, and long-term institutional capacity of Tallinn University of Technology (TalTech) in trustworthy, learning-enabled building energy control. This is particularly relevant as buildings represent a substantial share of Europe's energy consumption and emissions, and reducing this footprint is becoming increasingly urgent in the context of energy system instability and climate goals. The transition towards nearly zero-energy and zero-emission buildings is a key priority in both European and Estonian agendas.
While TalTech has strong capabilities in building physics and modelling, energy-efficient buildings, data infrastructure, explainable machine learning, and smart-building systems, it currently lacks critical mass in advanced, machine-learning-supported control and optimisation methods for real-world deployment. SMARTWIN addresses this gap through a structured Twinning partnership for capacity building with leading European partners, TU Darmstadt and EPFL, combining (i) method transfer in physics-informed meta-learning, safe learning-supported model predictive control (MPC), and preference-based Bayesian optimisation; (ii) co-supervision and researcher mobility for early-career researchers; (iii) joint research and training activities including workshops, summer schools, and a shared MOOC; (iv) strengthening of research management capacity through best-practice exchange and development of institutional tools, enabling TalTech to lead future Horizon Europe proposals; and (v) the establishment of a smart building control laboratory at TalTech, enabling real-world, closed-loop validation of advanced control approaches as a durable asset beyond the project end.

Funding Scheme
Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.

Net EU financial contribution. The sum of money that the participant receives, deducted by the EU contribution to its linked third party. It considers the distribution of the EU financial contribution between direct beneficiaries of the project and other types of participants, like third-party participants.
