Objective
This project aims to strengthen the research and innovation capacity of the University of Latvia (LU) in quantum software, addressing the growing strategic importance of quantum technologies in Europe. Building on LU’s strong research team in theoretical quantum algorithms, the project expands its scope toward application-oriented domains such as near-term quantum computing, quantum machine learning, and quantum communication, while simultaneously scaling its research capacity and leadership.
Through the Twinning framework, LU will collaborate with leading European partners, including University of Edinburgh, CNRS, and the industrial partner Phasecraft, to enable intensive knowledge transfer, joint research, and institutional development. The project addresses key challenges in achieving practical quantum advantage by advancing quantum algorithms, improving their alignment with hardware constraints, and exploring real-world use cases.
The objectives of the project are: (1) enhancing scientific excellence by broadening LU’s research portfolio and linking theory with applications; (2) developing human capital through mentoring, mobility, and co-supervision to create a new generation of research leaders; (3) strengthening institutional and research management capacity to support international collaboration and funding participation; and (4) fostering innovation and ecosystem integration by connecting academia with industry and positioning LU as a regional hub in the Baltic quantum landscape.
By combining research, training, and ecosystem-building activities, the project will establish sustainable collaborations, increase LU’s participation in European research initiatives, and lay the foundation for a future quantum technologies centre. Ultimately, it contributes to reducing the “quantum divide” in Europe and supports the balanced development of the European Research Area.

Net EU financial contribution. The sum of money that the participant receives, deducted by the EU contribution to its linked third party. It considers the distribution of the EU financial contribution between direct beneficiaries of the project and other types of participants, like third-party participants.
