Objective SYNAPSES will integrate existing basic technologies to boost data-sharing between autonomous health care information systems. Initially, it will demonstrate generic open means for combining common types of records, such as demographic data or information about a specific field, within or between fairly localised health centres. International data-sharing in a wider range of fields is envisaged at a later stage. The resulting public domain specifications and guidelines will be of potential interest to researchers and administrators as well as health care professionals.Synapses sets out to solve problems of sharing data between autonomous information systems, by providing generic and open means to combine healthcare records or dossiers consistently, simply, comprehensibly and securely, whether the data passes within a single healthcare institution or between institutions. The fundamental enabling technologies are in existence and well understood. Synapses plans to bring them together, apply them to healthcare, and produce demonstrations verifying the approach. It will deal with common types of record (e.g. demographic, medical history, discharge summary or general purpose episode) plus data from representative medical domains, in manageable geographical areas. Additional medical domains and increased sharing of records across countries will come later. The contributing resources combine CEN TC/251 work on the Medical record, participation in the R&D of the generic technologies, material from successful projects in past EU programmes, and extensive experience in system integration and installation within the consortium. The result will not be a proprietary product, but will be in the public domain, in the form of a set of specifications and guidelines. It is not intended to link defined sets of systems, where complexity tends to increase geometrically, but instead takes a generic approach, where the workload tends to level off with time. It should widen the catchment of existing systems, and widen the range of users beyond immediate care-providers.
